Summary


The Specialist, Global Fund Finance is responsible for the overall financial management of the Global Fund for HIV/AIDs, Tuberculosis and Malaria awards. This includes preparing or examining financial reports, reviewing and processing Gift-In-Kind related transactions, and monitoring disbursement and processing fund requests/reimbursements to Country Offices (CO) and Home Office (HO). This position coordinates with both the HO and CO teams to ensure that the setup for financial reporting is in line with both donor expectations and the capabilities of our systems and processes. The position is also responsible for monitoring cash position and providing updates on receivables for the portfolio. The focus of this position is to provide financial expertise and analysis for Global Fund awards, with an integrated and collaborative approach to managing our funding. The position has a direct reporting line to the Associate Director, Global Finance and a dotted reporting line to Director of Global Fund Operations and Awards Management within the Department of Global Health.


What Youll Be Doing (Essential Duties)


Preparation & Review of Donor Reports (30%)


  • Collaborate with the Global Health Business Team to advise on most appropriate setup for reporting to donors;

  • Provide Save the Children US (SCUS) costs to COs for report preparation;

  • Review any CO prepared reports for accuracy;

  • Track donor disbursements and follow up with COs as needed on cash position;

  • Gather all relevant documentation on donor disbursements and provide accurate coding for grant income booking; and

  • Ensure that key program personnel are aware of their budgetary resources, and are able to monitor their budgets respectively.


Financial Analysis & Support (30%)


  • Maintain the reclass/adjustment inbox for assigned portfolio ensuring Journal Vouchers are prepared and adjustments are made in a timely manner;

  • Ensure indirect costs charged to awards are reconciled on a regular basis and adjusted in the ledger;

  • Review and process internal wire transfers to reimburse SCUS direct and indirect costs per financial reports or other reconciliation files;

  • Review and process fund requests submitted by COs for program implementation;

  • Identify and process any necessary finance adjustments as a result of award analysis;

  • Advise on grant closeout and support the Global Health Business Team in closeout adjustments for assigned awards on a timely basis; and

  • Coordinate with CO and HO staff to provide timely inputs and documents for internal or external audits including gathering the audit request documentation for auditors and Local Fiscal Agents.


Review and Process Global Fund Related Gift-In-Kind (20%)


  • Assist the Global Fund Award Management Team on setting up Gift-In-Kind Award Management System (AMS) records once the CO transitions to the new Pooled Procurement Mechanism;

  • Review and process all Gift-In-Kind transactions in SCUS Agresso (financial) system;

  • Gather and ensure all backup documentation support for booked entries; and

  • Reconcile the Gift-In-Kind record with COs and ensure expenses booked in the system reflect the same information.


Training and Technical Assistance (TA) (10%)


  • Conduct TA visits to Save the Children International (SCI) COs as needed

  • Conduct an on-line or in-person training for both CO and HO staff for Global Fund financial management capacity building.


Information Management (10%)


  • Participate in Life of Award (LOA) reviews and dashboard development for assigned portfolio;

  • In coordination with the respective Award Manager, ensure reports are archived in the shared drive and AMS; and

  • Update financial reports submission information on AMS as needed for Key Performance Indicators (KPI).


Required Qualifications


  • Minimum 3-5 years experience in accounting and financial/grants management;

  • High school or Technical/Vocational Degree;

  • Demonstrates learned knowledge, including working in general ledger and financial systems;

  • Ability and willingness to travel 20% of time primarilly internationally;

  • Attention to detail, prompt/accurate delivery of information, and ability to prioritize multiple deadlines;

  • Strong problem solving, analytical, and organizational skills;

  • Keeps manager informed of important issues and builds effective relationships with colleagues in HO and COs;

  • Strong communication and collaboration skills to work effectively with colleagues and donor counterparts; and

  • Proficient level computer skills, especially using Microsoft Excel to analyze large data sets.


Preferred Qualifications


  • BA preferred in relevant field (i.e., accounting, finance, business administration, etc.);

  • Experience working in a fast paced and matrixed organization; and

  • Prior Global Fund experience.
