We are looking for a leader to manager a team of analysts in the Central Business Administration Function (CBAF) section of the Federal Reserve Bank of San Francisco's Statistics and Reserves (STAR) Automation Team. You will be responsible for planning, implementing and providing oversight of activities related to the support of STAR applications, as well as other ad hoc projects.

Essential Responsibilities:

  • Lead the production support and help desk staff for the Federal Reserve's Statistics and Reserves (STAR) suite of applications, which are used to collect regulatory data and conduct monetary policy.
  • Oversee on-call support staff that provide 24/7 coverage, and collaborate with staff to address application issues/tickets in a timely and thorough manner to ensure alignment to the service level agreement defined with application users and the business line.
  • Lead, mentor, and coach staff - hold individual performance meetings, provide guidance for individual skill enhancement efforts, and assign appropriate workloads and stretch assignments.
  • Adhere to STAR obligations and metrics, as outlined in the STAR SLA.
  • Ensure effective, timely, and comprehensive communication of application issues and outages to the user community and program management.
  • Work with the application users and business governance groups on identifying and prioritizing application defects.
  • Oversee performance monitoring and health checks of the STAR applications and jobs, introducing automated ways to perform these quicker and more efficiently.
  • Coordinate with National IT (NIT) and STAR IT to support STAR's lower and upper environments including production; perform testing when updates are made to environmental software.
  • Oversee Business Continuity for the STAR applications, ensuring proper contingency plans, performing business resumption testing, and guaranteeing technical readiness.
  • Work with the test community on testing of application enhancements, upgrades, and maintenance releases.
  • Coordinate application updates and change logs with the Data Warehouse team.
  • Perform application deployments with the STAR Development team and test communities.
  • Collaborate with STAR leadership and staff to coordinate STAR-related project tasking for all 12 districts, and ensure that the districts' obligations to the STAR System project are met.
  • Represent the STAR CBAF on System-wide governance committees or work groups.
  • Participate in Application and Environment audits and assist in remediating audit findings.
  • Lead and mentor staff - hold individual performance meetings, provide guidance for individual skill enhancement efforts, assign appropriate workloads, and schedule on-call assignments.
  • Maintain strong relationships with key System stakeholders, including CCRS/CORA members, STAR Liaisons, RRC, STAR IT, and National IT.
  • Devise and maintain effective succession plans for CBAF.
  • Make an active effort to ensure there is strong, effective communication from the management team with the staff about how and why decisions are made at the local and System level.
  • Actively exemplify and promote the OneBank Behaviors.


  • Bachelor's degree in Computer Science, Engineering, Business Management or a related field.
  • Typically requires seven or more years of relevant IT and business work experience with expert knowledge of one process/service.
  • Typically requires five years of experience in managing/leading teams.
  • Three or more years of experience managing projects following waterfall or scrum methodologies.
  • Demonstrated understanding of software project disciplines: business modeling, requirements, coding, testing, and change management.
  • Strong written and verbal communication and interpersonal skills to include: demonstrated ability to communicate complex issues succinctly; create and conduct effective presentations; experience building strong client relationships while exercising influence and negotiating skills to achieve desired results.
  • Demonstrated understanding of project management from project inception to implementation.
  • Willing and able to travel, up to 20%.
  • US citizenship is required.

Desired skills:

  • Master's degree in Computer Science, Engineering, Business Management or a related field.
  • Project Management certification (such as Project Management Professional - PMP).
  • ScrumMaster certification (such as PSM, CSM, CSPO, or PMI-ACP)
  • Strong command of SQL.
