Summary and Purpose of Job :

This position is responsible for providing effective Environment, Safety and Health (ES&H) and Quality Assurance (QA) leadership and support for the Company. The primary objective is to effectively implement the strategic processes of loss control and quality through their successful integration into day-to-day activities and institutionalize management systems so that Safety and Quality become Company operating norms and a strategic part of its culture. This management position directs and leads all of the day-to-day operations and activities of the ESH&QA Division, which includes the following Groups: Environmental, Safety, Health, Quality, Performance Testing, and Physical Fitness Programs. This position is responsible for ensuring procedures comply with Federal, and state regulations, regarding quality, safety, and health in the workplace and for providing performance assurance services.

ESSENTIAL FUNCTIONS:

  • Director of ESH&QA is responsible for the management of four subordinate Departments, which implement programs specified in Federal statutes, DOE Directives, and C-LA Policies and Standard Practices.
  • Directs the execution of four primary work processes; the quality process, the safety and environmental process, the performance testing, physical fitness, and the performance assurance process.
  • Directs Division functions through: selection of Division staff; developing and maintaining budget; providing direction and management support to Division staff; administering personnel actions; and decision making on programmatic issues in the areas of environment, safety and health, loss control and quality.
  • Establishes policies, goals and objectives, and long-range plans for the Division. Integrates Division activities with other company functions.
  • Ensures integration of ES&H and Quality requirements into operational and administrative functions.
  • Provides independent oversight of company activities to ensure compliance with applicable requirements.
  • Implements injury and accident prevention/mitigation measures for CLA.
  • Directs CLA assessment program to include causal analysis and issues management including the sub-topical assessments.
  • Develops, evaluates, implements, and directs ESH&QA policies, programs, and procedures to ensure Company compliance with all applicable codes, standards, regulations, and requirements.
  • Evaluates and routinely reports to line managers the effectiveness of their loss control and quality initiatives. When necessary, assists line managers in developing measures of effectiveness and methods for process improvements.
  • Develops, implements and directs ESH&QA, training and staff qualifications as needed to ensure effective ESH&QA, policies, programs and procedures.
  • Provides for proper and timely investigation and reporting of ESH&QA associated incidents. Ensures determination of root cause and implementation of appropriate corrective action including development and use of appropriate training, lessons learned, or other communications.
  • Selects, hires, promotes, supervises, coaches and develops subordinates, and administers personnel actions (i.e. discipline, performance evaluations, salary administration, etc.) for division staff.
  • Provides management, supervision, and organizational support to staff.
  • Develops plans and procedures to comply with DOE/NNSA-NA-LA/TRIAD policies and procedures.
  • Responsible to direct the Company in the implementation of the Contractor Assurance System (CAS) which establishes an integrated management system based on quantifiable data. Facilitates executive decision-making and continuous improvement by committing to perform work safely, securely and efficiently.

  • OTHER FUNCTIONS:
  • Advises and assists the General Manager in the formulation and execution of the Company's strategic plan.
  • Ensures efficient use of Division personnel resources through effective use of personnel evaluations and program performance measures.
  • Reviews, coordinates, and directs revision of ESH&QA, projects as necessary to ensure they meet customer expectations and the Company's strategic objectives.
  • Maintains close liaison with other Company Divisions and Departments and oversight personnel to ensure close coordination of ESH&QA efforts.
  • Provides oversight and accountability for the development, coordination, publication and maintenance of response strategies for emergency preparedness responses that address new requirements and/or correct identified deficiencies.
  • Performs Management walk around duties.
  • Contributes to the overall safety, security, and environmental commitment in compliance with LANL policy.
  • Maintains relations with DOE to represent the company during developmental aspects of Performance Testing e.g. PTWG, PF Safety, or other DOE working groups that are valuable to CLA.
  • Performs Independent assessments and self-assessments.
  • Performs other job-related duties as assigned.
  • EMPLOYMENT STANDARDS:

    Education and Experience --Master's degree with ten (10) years' experience in Safety Engineering, Security, or other related field, nuclear safety/security and small arms or other directly related experience in which five (5) years must have been in a supervisory capacity. Professional Certifications in a related field desired.

    Knowledge, Skills and Abilities --

    Proficient knowledge in:

    - Federal and State Laws and Regulations, Department of Energy (DOE) Orders, Manuals, Guides, and Standards, and orders which pertain to environment, safety and health, safeguards and security, personnel management, budgeting and training;

    - OSHA regulations;

    - Business strategic planning methods;

    - Special operations and tactics, adversary tactics, the DOE vulnerability analysis processes and tools, DOD Mission Analysis, physical security, and alarm/sensor systems;

    - Supervisory and managerial principles and techniques to include leadership, coaching and employee development;

    - Critical aspects of protecting and transporting multiple forms of Special Nuclear material;

    - Prevailing Collective Bargaining Agreement (CBA) as it applies to operational personnel;

    - Root cause analysis methodologies, assessment of corrective actions responses for effectiveness and thorough knowledge of and experience administering DOE security and administrative orders/regulations.

    - Protective Force and firearms safety operations and procedures;

    - Contractor Assurance methods and techniques.

    Ability to:

    - Speak and write in a grammatically correct, effective manner, drafting correspondence, proofreading text, coordinating the work of others, preparing briefings and making group presentations;

    - Manage a multi-faceted department with diverse customer needs;

    - Motivate, manage change, apply decisive and appropriate judgment under normal and emergency operations;

    - Manage multiple tasks while maintaining strict attention to detail;

    - Apply statistical and analytical skills;

    - Promote teamwork;

    - Work with all levels of management and diverse ethnic groups;

    - Handle classified materials as prescribed by DOE policy and procedure;

    - Work independently and manage multiple tasks, including assignment of proper prioritization;

    - Exercise initiative and work under pressure;

    - Recognize and formulate solutions to ESH&QA, training and performance deficiencies, and complex operational and physical security-related problems and to effectively team in developing and implementing a strategic plan.

    - Intermediate-level computer skills that include all the Microsoft Office Suite of software.

    - Supervisory skills to include planning, organizing, hiring, promoting scheduling, coaching, team building, developing subordinates, conflict resolution, directing activities of employees, administering personnel actions (i.e., discipline, performance appraisals and salary administration, etc.).

    - Skilled in creative problem solving, interpersonal communications, conflict resolution, interviewing skills, organizing, scheduling, and providing direction to staff.

    Licenses, Registrations, Certificates -- This position requires that the employee possess and maintain a DOE "Q" clearance authorization and a valid New Mexico Driver's License.
